Baltijas valstu terminoloģijas semināra
DEKLARĀCIJA

RĪGĀ
Latvijas Valsts prezidentes dibinātās Valsts valodas komisijas organizētā starptautiskā semināra «Terminoloģijas darbs pašreiz un turpmāk Latvijā, Lietuvā un Igaunijā: sadarbības ieceres ES dalībvalstu kontekstā» dalībnieki,
- noklausoties trijos pamatziņojumos un debatēs paustās atziņas,
- apzinoties precīzas, nepārprotamas un saskaņotas terminoloģijas lielo nozīmi gan Baltijas valstu iekšējā attīstībā, gan sekmīgā ES starpvalstu sadarbībā,
- izprotot, ka aktualizējusies vajadzība terminoloģijas izstrādē ievērot terminu lietotāju intereses un vajadzības, bet plašākā sabiedrībā, arī atsevišķu nozaru speciālistu darbībā, vērojama destruktīva terminoloģiskā nekompetence,
- aktualizējot jau 2002. gadā terminologu augstākā līmeņa apspriedē Briselē uzsvērtos uzdevumus,
aicina savu valstu Valdības apzināties, ka terminoloģijas politika ir svarīga valsts valodas politikas un informācijas politikas sastāvdaļa, un tādēļ atbalstīt un ar vajadzīgo finansējumu nodrošināt visaptverošas terminoloģijas infrastruktūras veidošanu, sekmēt nozaru speciālistu terminoloģisko izglītību un informācijas un zināšanu sabiedrības veidošanu.
Tas nozīmē:
- sekmēt pieņemtās terminoloģijas konsekventu ieviešanu oficiālajā lietojumā un automatizēto terminu datu bāzu attīstību un plašu bezmaksas pieejamību;
- veicināt (sekmēt) valsts valodas padziļinātu apguvi pamatizglītības un vispārējās vidējās izglītības sistēmā;
- ieviest obligātu terminoloģijas un speciālā lietojuma valodas (SLV) kursu visās profesionālo studiju programmās, lai sekmētu jauno speciālistu terminoloģisko kompetenci darbam nacionālajās un ES struktūrās;
- ar Eiropas Komisijas Tulkošanas dienesta Latvijas pārstāvniecības atbalstu izveidot vienotu Baltijas valstu reģionālās sadarbības centru terminoloģijas un terminogrāfijas attīstības un speciālā lietojuma valodas tulkošanas problēmu risināšanai.
Semināra dalībnieki īpaši uzsver, ka tikai harmonizētas un vienotas terminoloģijas izstrāde, ieviešana un vispārējā lietošana palīdzēs nodrošināt Baltijas valstu saskanīgu darbību Baltijas kopēju mērķu labā.
DECLARATION
of Terminology Seminar of the Baltic States

Participants of the international seminar of the three Baltic States «The Present and Future Terminology Work in Latvia, Lithuania and Estonia: Intentions for Cooperation in the Context of EU Member States» organized by the State Language Commission of Latvia,
- in accordance with the conclusions expressed in the main presentations and the following discussions by participants of the Seminar;
- acknowledging the great importance of exact, concordant and definite terminology for both a state’s internal development and successful international cooperation within the EU;
- comprehending the necessity to observe in terminology development the interests and needs of terminology users, while destructive terminology incompetence can currently be observed in society, including experts of different fields;
- pointing out the tasks, highlighted at the Terminology Summit in Brussels in 2002,
asks the Governments of their respective states to acknowledge that terminology policy is an important part of the state language and information policies, and therefore to support and provide with the necessary funding the development of a comprehensive terminology infrastructure, promoting the terminology education of professionals, as well as formation of information and knowledge society.
This means:
- to advance the consistent introduction of the accepted terminology for official usage, along with the development and wide gratis accessibility of automated term data bases;
- to promote extended study of state language in elementary and secondary (high) schools of general education systems;
- to introduce compulsory courses of language for special purposes (LSP) and terminology in all professional study programs, thus promoting the terminology competence of the new specialists for the work in national and EU structures;
- to establish with the support of Latvian Agency of Translation Services of EU Commission a joint Baltic States regional co-operation centre for terminology and terminography development and solving of LSP problems on LSP translation and terminology.
The participants of the Seminar emphasize that only development, introduction and general usage of harmonised and unified terminology will ensure concordant activities of the Baltic States in achieving the common aims of the Baltics.
